Frank Sharry

Immigration Advocate

Frank Sharry headed pro-immigrant advocacy organizations in America for over 30 years. He currently consults for British Future, a London-based think tank, on a comparative migration project focused on the UK, US, and EU. From late 2023 to November 2024, Frank served as an advisor on immigration and border policy for the Biden-Harris campaign. Ahead of the 2024 UK election, he advised the Labour Party on migration and asylum issues.

Recent Publications

  • Authored two essays in Democracy (June 2024) recommending a future course of action for the Democratic Party on immigration policy. 
  • Co-authored How Democrats Lost Their Way on Immigration in The Atlantic in (December 2024) with former Obama official Cecilia Munoz.
  • Wrote an opinion piece in The Independent (January 2025) on lessons Labour might learn from the Biden Administration on immigration and asylum.

Career Highlights

  • Resettled Vietnamese refugees from Indonesia to the US (late 1970s).
  • Directed nationwide refugee resettlement programs in the US (early 1980s).
  • Led a Massachusetts-based group supporting Central American asylum-seekers (late 1980s).
  • Executive Director, National Immigration Forum (1990–2007):
    • Architect of the Kennedy-McCain coalition for comprehensive immigration reform
    • Spearheaded public opinion research and message development..
  • Founded America’s Voice, a pro-immigrant communications hub (2008–2022).
    • Led communications strategy in the drive for policy reforms.
    • Led communications for the coalition opposing Trump-era immigration policies.
  • Delivered workshops for advocates and officials in Europe, South Africa, and Canada, including for UN High Commission for Refugees staff.
