Gilbert Nuwagira

Gilbert hails from Uganda, the largest refugee-hosting country in Africa. He is a Fulbright Scholar currently pursuing his MS in Public & Urban Policy with a Graduate Minor in Migration Studies at The New School. Before joining The New School, he worked extensively with forced migrants in Kampala and settlements across Uganda. He has also coordinated projects with civil society organizations in Sudan, Ethiopia, Ukraine, and the Democratic Republic of Congo. Gilbert’s scholarship pursues the intersection of programming, research, and advocacy. His research and practice interests include examining how migrants participate in city-making and how urban policies include or exclude them. He is keen on exploring the linkages between urban spaces and traditional migrant settlements and how they shape and inform urban refugee policy, especially in places facing the adverse combined effects of climate change and conflict.

As the Humanitarian System Change Policy Fellow, Gilbert will support the IRC’s new and evolving Humanitarian System Change portfolio, critical to delivering impact at scale across key programs. He will conduct policy analysis on international and national barriers to scaling innovations across the priority areas of sexual reproductive and maternal and newborn health, technology for education, malnutrition, and climate change. Gilbert’s main responsibilities will include: performing desk research, providing data analysis, crafting messaging for external engagement, and analyzing broader landscape trends within the above priority areas. In this fellowship, he will have the opportunity to deepen his understanding of system change, explore creative new approaches to partnerships within the humanitarian sector, and learn how to influence key stakeholders.
